Horton-in-Ribblesdale Parish Council has decided not to increase its annual precept for the fourth successive year.
The council says it is because of strong financial management and the active pursuit of grant funding, which has also enabled it to carry out significant improvements to the village.
There are still plans to improve footway lighting.
