A man has won an appeal to keep a caravan on a site in Cowling.

Andrew Brooks appealed against an enforcement notice issued by Craven District Council regarding a static caravan at Stunstead, on Long Lane.

Earlier this year, the council served an enforcement notice, saying the caravan had taken the form of a single dwelling house through alterations and an extension.

The notice required the caravan to be permanently removed from the land, along with the alterations, extension and all domestic items.

The council felt that modifications to the caravan, including the formation of raised concrete path and the connection of a container, brought the structure into the realm of an operational development.

But planning inspector BS Rogers ruled that while the path abutted the caravan, it was not attached to it and the caravan remained unaltered.

Although the inspector felt the container – a bathroom, porch and cupboards – could be considered an operational development, he quashed the ruling and said: “In my view, what is present on site does not amount to a dwelling house. This leads me to conclude that the appeal should succeed.”
