Laker has joined the north Hampshire club on a free transfer after the defender's contract ran out at the end of the season.
Rains said: "Barry was offered a very good financial package, and it proved one that we couldn't meet."
Laker's departure is the third, following the retirement of veteran defender Andy Riley and the loss to Woking of Mark Watson.
Rains said: "It is a fact that we are not one of the highest payers, and it would be wrong to change because we have never been one of the highest anyway.
"If it is to do with money then players will not be coming to play for us. Some players will arrive here, but there will be others that will go where the money is - you can't win them all."
