Parish council: Farnhill Parish Council heard that the new traffic island had been put in place at Cononley Crossroads and, although it was an improvement, members still had concerns about visibility on the approach to the island. The clerk is to write to North Yorkshire County Council asking if it would consider erecting a tall beacon light on the island or a warning sign on the approach. The parish council reported that after the storms at the beginning of July a large patch of Tarmac had been lifted by the water by about two inches at the bottom of Mary Street and was creating a serious trip hazard for cyclists or pedestrians. NYCC had visited the site and said that the raised patch had actually settled back down and did not create a hazard. However it would be reinstated as it was now a weak spot and could break up in the future. District Cllr Patricia Fairbank has been looking into the waste collection services and the collection point policy. She stated that the pilot scheme that was approved did not include Farnhill and she had been looking into the capacity of the van that services Arbour Top. The parish council has received the documents promised by Paul Ellis at CDC, but there are a number of issues raised on which the council wants clarification. Cllr D Atkinson drafted a letter to send to Craven District Council and Cllr M Scarffe drafted a letter to send to the Health and Safety Executive. The parish council considered both letters and resolved to send the letter to Health and Safety Executive to clarify certain issues and possibly have a site meeting and then, depending on the outcome, would consider sending the letter to Craven District Council. Cllr Fairbank reported that as part of a new way of policing officers would attend the meetings of the select committee every two to three months to report on crime and disorder in the locality. At the moment the biggest problem is shoplifting. There has also been a swoop on local taxis with a few found to have defect. One vehicle was taken off the road and some did not have licences. County and district representative Cllr Patrick Mulligan reported that the authorities were awaiting the Chancellor’s budget to see what further cuts would be made and possible devolution of authority from central government to regional authorities. A reply has been received from the contractor who damaged the track at the Arbour. He said he would pay a contribution to the lane repairs, but thought the suggested £250 was too much considering that he had already carried out some work. The council is still awaiting reviewed quotes for the work to the steps and path at Lower Arbour. Cllr Scarffe provided a draft policy for maintenance of the Arbour for members to consider adopting at the next meeting. The clerk provided a template guidance from YLCA for the effective management of recording at local council and parish meetings. The council had concerns with an issue relating to the guidance and requested advice from YLCA. The Canal and River Trust has provided a draft form of licence for the installation of a feeder pillar to provide electricity for a Christmas tree near Redmans Bridge. The clerk will complete the form with the help of Cllr Atkinson. Cllr R Bramley reported that the hedge had been cut at the play area and a stopper put on the gate, which had been repaired by David Waring. The grass had been cut but there were a lot of weeds. Members agreed that Cllr Bramley could purchase some selective weed killer. It was also agreed that Cllr Bramley should take down the noticeboard in the play area as it was no longer in use. New articles had been added to the website and the website provider had updated the site. The parish council discussed its grant policy and decided each request would be considered on an individual basis. A member of the public reported that a few stones were missing from the wall on the canal towpath. The parish council will observe the area, but it is the responsibility of the C. The next meeting will be held in Kildwick and Farnhill Institute on Tuesday, August 4, at 7.30pm.

Kwezana link: Through the generous donations of families in Settle and Holy Ascension Church, enough funds have been raised pay for the repair of guttering at Kwezana Primary School and also the installation of a 5,000-litre water tank. This water source will enable the school to provide water for drinking, cooking and washing during periods when the school tap has dried up. Although Kwezana Primary is lucky to have a tap within school grounds, its operation depends on water from a reservoir further up the valley. If the reservoir dries up, which it often does during the hot summer months, the school is unable to provide water to the children during the school day. The Friends of Kwezana would like to thank everyone who has helped to make this possible. Miss Entwistle and Mr Freytag will visit Kwezana School during August to facilitate the guttering repairs and tank installation, as well as promoting linked school projects.
