Parish council: At the extraordinary meeting, which was attended by 21 members of the public, District Councillor Quinn reported on investigations being undertaken by Yorkshire Water. The work was primarily to ascertain the location of underground services in the Skipton Road, Brackenley, Wood View and Millholme areas, but was not apparently linked to any planned upgrading to accommodate new development. The debate about devolution was also reported. Craven District Council is considering the implications of alternative proposals put forward for the region. Whatever the outcome, there would likely be an increased level in a range of responsibilities disseminated down to parish level. Planning, particularly the recent application to construct nine houses on Laurel Croft at the rear of the village hall, was an issue of major concern. Progress in resolving the unsatisfactory grass verge cutting arrangements was reported by Cllr Benjamin. Tenders are being invited from contractors to assess options. Cllrs Smith and Kirkbride reported on road safety. Speeding motorists and cyclists were discussed and it was resolved that, subject to sufficient funding being available, low level speed humps should be installed in East Lane, uphill of the station entrance, together with a “concealed entrance” sign to forewarn downhill traffic of this hazard. NYCC is also to be requested to ensure obstructive vegetation was cut back to improve visibility at this point. Cllr Stead reported on the apparent success of the new parish council website which, at the time of the meeting, had received over 7,500 hits in a little over three months. A proposal by an independent bus operator to divert the route of the three times a day Saturday X75 Harrogate-Skipton service to serve Embsay, subject to an annual subsidy payable by the parish council, was also discussed. In view of an apparent lack of public interest and the financial implications, the council decided not to support this proposal.

Gardening Club: With the annual show due to take place next Saturday, September 5, the club is looking for contributions for the tombola. If you have something to donate, please leave it in the porch at 12 Dalacres Crescent, Embsay, or bring it to the village hall on the morning of the show between 9am and 11am.

For further details, ring Joyce on 01535 635880.

Parish council: Farnhill Parish Council heard that a report had been made to North Yorkshire County Council regarding the recent flooding under the culvert and it agreed to inspect the gulleys. The parish council is awaiting a reply from the HSE regarding the waste collection point policy, introduced by Craven District Council. Cllr G Harling has put together a number of documents as agreed at the extra meeting which illustrate the parish council’s concerns. One quote has been received for the work to the path, steps and seating area at the Arbour, but the clerk is to clarify the price and Cllr M Scarffe is to organise another quote. He also provided a draft policy for maintenance of the Arbour. A few amendments are to be made before reviewing it again next month. A new light has been erected near Parson’s Bridge and is waiting to be connected by YEDL. NYCC has stated that it thought it best to wait and see if the light caused a problem to nearby residents before shading the lantern. The parish council has completed a Code of Practice form for Canal & River Trust and has confirmed that it is happy with the draft licence provided that it does not incur a great amount of expenditure. The clerk from Kildwick Parish Meeting has informed the parish council that Craven District Council was proposing to remove the three public recycling bins (card/paper, glass/tin/plastic, shoes/clothing) from the White Lion car park. The main issue seems to be they are being contaminated with business waste. It has asked for more details and has suggested enforcement action rather than removal. NYCC has strimmed the vegetation on the path at Red Lane and cut back the brambles. They plan to re-surface the path with a finer material within the next few weeks which should hopefully improve it. It was reported that some repairs had been carried out at Redmans Bridge, but a piece of plywood which had been used had not been correctly fastened down, causing a severe trip hazard. The council will meet again on Tuesday at 7.30pm in Kildwick and Farnhill Institute.
