Pubs and businesses employing vehicle clampers to police their parking areas should be boycotted, a councillor has claimed.

First to be sidelined should be the Cross Keys in Shortbank Road, Skipton, where the Haworth-based Carstoppers has been hired to wheel-clamp cars that park in the pub car park, says local county and district councillor Polly English.

She is calling on Skipton residents to show their distaste for the practice by boycotting the pub after being inundated with complaints from motorists who have fallen foul of the pub’s policy.

Some clamp victims are parking up before they visit Skipton Police Station across the road and officers are so aware of the problem they have put up a sign warning people that they face being clamped.

Clampers have even struck before some owners have reached the police reception desk, it has been reported.

Coun English said: “I suggest that Skiptonians, as a mark of disgust at these abhorrent practices, boycott the Cross Keys.

“There are plenty of pubs in Skipton, some with car parks, who welcome custom, and do not practise these ugly methods of making a ‘fast buck’ for their business.

“It may not be illegal but it is certainly immoral. To clamp someone who has nipped into the police station to report a crime, or the loss of property, smacks of immorality.

“They sit like praying mantis in an unmarked Land Rover waiting for someone to park up and before they have crossed the road they are clamped.”

She said the sign warning people it would cost £150 to get the clamp removed was at least 30 yards from the entrance and could easily be missed.

Among the people who had complained to her was a woman who had called at the police station to report her mother’s stolen watch and was clamped. She had to call for help to pay the £150.

The company also operates in Devonshire Place, Skipton, and in the town’s Court Lane where it has been hired by Craven Court to police an area of land opposite Carmine hairdressers.

Designer John Bollen, of Otley Road, who saw someone being clamped in Court Lane, later discovered the land, opposite Carmine hairdressers, was not owned by Craven Court but by Skipton Building Society.

“I was disgusted. Would anyone want to shop in Craven Court knowing that they have hired these people? I don’t think so,” he said.

But Cross Keys landlady Caroline Wooler, who has been in charge at the Otley Road pub for five years, has hit back saying she had hired Carstoppers as a last resort.

“People have been parking here and going into town to do their shopping or even leaving their cars here all day to go to work.

“I used to put out boards saying it was customer parking only, but people showed no respect and ignored them. They just abused the situation – this is after all a private car park. I just thought enough is enough.

“I don’t wish to sound rude but how would Polly English like someone to park in her drive, go shopping and then use her toilet.”

Miss Wooler said she had allowed people to park in the car park when they had asked and she was happy to let people park there if they came in for refreshment.

“It would be better to come in and buy a coffee for £1.50 than chance getting a £150 clamping fee,” she said.

And Emma Marsden, manager of Craven Court, said: “This was a last resort. The last thing we want is to clamp people – we want people to shop here and everyone is feeling the recession.

“But we have to have access for our delivery lorries and some have been blocked in. We are required to have 24-hour access and if not we can be fined £1,000 if a wagon can’t deliver.”

Carstoppers had been working for only a couple of weeks and they had been hired as a short term measure, she stressed.

A spokesman for Skipton Building Society confirmed the area in Court Lane was owned by them but Craven Court had a legal right of way and a right to take steps to allow general and emergency access. The society was not involved in any enforcement action.

I would like to make clear that the clamping company appointed for the loading area to the rear of Craven Court were appointed purely by the management company for Craven Court and not by the tenants who lease the units. Tenants were not consulted and the majority do not agree with this action. Tenants who lease units in Craven Court appreciate and value our much needed customers in this, already difficult, climate and would urge you not to boycott our businesses!

i think its got well past a point when a jumped up pen pushing idiot starts banging their drum with a slur campaign against a small struggling buissiness like the cross keys. this is well past this silly womans pay rate and may i say mental thinking capacity , by saying what she has it would seem to me she is trying to rubbish the good name of mrs wooler and her pub, which just like any other small buissiness in skipton is struggling, this pub is very well liked by its patrons as are the poeple who run it, and if she took 2 mins to talk to the owner instead of going a witch hunt publicly using the local paper to air her own oppinions NOT other peoples she would find mrs wooler to be very nice and helpfull . this woman has a small position of power and should be using it to help others not destroy them and their buissiness. SHE SHOULD STAND DOWN ..........IDIOT .....!!!!!!

Looks like another councillor desperately trying to win votes, you should not park in private grounds, you can park on street near there to go to the police station.

I invite Councillor English to get in touch with me. I have been the victim of these Clampers, as the readers of this fantastic newspaper already know. I have a simple solution for the owners of the Cross Keys.
or any other local business who employ these individuals. Buy an old car and a bright yellow wheel clamp. Park the car just inside your park, put the clamp on the most visible wheel that can be seen when entering the park, put a large notice on the windscreen saying " If you are not a customer and you park here, you will be clamped !" Unfortunately this will cost them money rather than earn them any. Employing the Clampers and the way in which they operate is the wrong thing to do for any business, especially in a small town like Skipton. A friend of mine who ran a pub in London bought an old car and a clamp..............h
e had no problems with unauthorised parking at all. We don't want people like these Clampers in our town, go back to Haworth and destroy your own town.........from what I hear you are doing a pretty good job of that ! Plus Councillor English...... you do need to do something about car parking in Skipton...the prices are far too high and there aren't enough parking spaces.......sort it out !

Can't blame people for trying to park for free as the councils car parks are very expensive so sort that one Mrs English. Can't blame the owner of the pub either as the people who park there to go into town or the police station won't drink there so I doubt if trade will suffer. As for the firm of champers, does it matter where they come from. They are employed to do a job, don't go to Howarth if you feel that strongly and boycott their businesses. As for mrs English recommending a boycott of a local business that's well out of order

Seriously, is this Councillor for real. Ok we're in a recession and our pubs in Skipton are really struggling. Then she suggests we boycott a pub simply because people are being clamped for using a car park they shouldn't be using. I just don't get it. If you use the pub use the car park. If you don't go and pay for parking like the rest of us. Simple. As for her going on about other pubs not doing this, does this lady live in Skipton ??? Apart from Herriots which i wouldn't really class as a pub which of the others acually has a car park ??? It's so wrong for a Councillor to tell people to boycott a small business. You should be ashamed of yourself for suggesting such a thing.

having never atteneded the cross keys pub ever and i,m forty five i demand to know why councillor english think the pub is responsible to provide parking for skipton police staion or anythink else. I know for fact that the carpark will be incuded in the cross keys rates bill and that the town councill dose not allow poeple to use the town hall carpark free of charge if visting skipton police station i would like a justifide answer

You've hit the nail on the head k e bell. Mrs English and the other councillors think local businesses should let people use their loos so they don't have to maintain public ones. Now she thinks local businesses should provide free parking as the council don't. Even in the peak selling season they only allowed 30 minutes free under stop and shop or something similar whilst other councils provided an hour. Just another example of the councils hypocrisy

Looks like Mrs English cheap attempt at grabbing some votes by kicking a local business has backfired.

Perhaps she will now press for the council car park off Newmarket St to be free for people just nipping to the cop shop!!

Councillor Polly English should stand down form her position IMMEDIATELY. I have never read such rubbish in my life. Why should the cross keys provide parking for non customers. How dare she use her position to try to influence others to boycott a local business. You make me sick.

Could not have sait it better! They do not have to provide others with free parking whilst customers search for parking to go to the pub! For shame Mrs. English, for shame!

Councillor English.

Why are you getting involved with a matter that does not concern you. This car park is private property and the owners have the right to resrict access to their land. I doubt you would be happy if everbody parked on your property.

It seems that you need to think about what you are actually wanting to fight for. This is not what i wish the councilor for my ward to be getting involved in.

Maybe, you should think about standing down. We could then have a councillor that has the interests of their ward at heart.

I have reframed on many occations from writing to make coments on articals in your paper however i,m disappointed that on the occation i respond neither mrs english who,s artical was longer than mine or the editor can be bothered to respond to a direct qeustion. I find mr newhouse resolve to the problem to be one of self usefullness as a good number of years ago i found myself unable to get to my work premmise do to a road race being organise by mr newhouse he thourght it very rude that i should wish to get to work and dare to show displeasure at fifty plus poeple blocking the road thank you

How on earth this woman has managed to become a councillor is beyond me??
No wonder no one has any faith in Skipton Council if this is the general calibre of it's members. As a Skipton resident I have read this article and cannot believe the utter stupidity of her comments........she should stand down and, if she must, make her meddlesome, ignorant and ill thought out inflammatory comments as 'over the fence' gossip.
Quite frankly I expect the town's representatives to exercise sound political judgment and make important, well thought out decisions!!!

Further to the above I have no sympathy with those who park in the Cross Keys Pub car park and don't even have the courtesy to ask or make an effort to buy something....Mrs Wooller has clearly been more than reasonable when approached.
The Craven Court issue is trickier as there will always be the ignorant ones who spoil it for the rest by blocking access points.
If you want to park close to the shops you have to pay......simple -how many of those who resent paying the price actually bother to complain to the council?

Councillor English is completely out of line for doing this with out consulting The Cross Keys on the reasons the clamping has been enforced. No councillor should be asking people to boycott local business this is pathetic and unjustified. However Car Clamping if enforced should be monitored as warnings can be missed.

I wonder if Councillor POLLY ENGLISH would take similar stance if it were a picket line to save jobs. It seems very strange that a local Councillor, will ask people to boycott the Cross Keys public house, when all the owner/manager is doing, is keeping people who have no right to park on the car park reserved for Cross Keys Customers.
We have heard that cuts in council spending will, or already will have cost employees of the Council their jobs in one way or another. If at the next round of spending cuts, it results in employees voting by ballot to strike or take some other form of industrial action. In defence of their right to work under the conditions agreed by the Council and their employees representatives. Will Councillor Polly English be asking people to boycott the Council Offices?

Councillor English as she says, is entitled to her opinion, just like every one else is. However, as a member of the council, to voice her opinions so loudly and suggest that residents should boycott a business simply for trying to protect their rights over private land is an outrage and intolerable. Perhaps she should publish her address and invite all the miscreants that have been abusing the car park facility for years to park free on her property! I think then her opinion might change rather rapidly. Think on before expressing such views in a public arena councillor!
