RAIL services are running again on the Airedale line.
But Network Rail warns that it could be late afternoon before a full timetable is resumed.
The Skipton/Bradford Forster Square to Leeds route had been closed due to flooding at Kirkstall Forge.
Network Rail says the line has reopened, after water was pumped away and trackside equipment checked for any damage.
Matt Rice, for the company, said: "Storm Ciara has caused widespread disruption across the country and our teams have been working non-stop to keep passengers moving safely.
"We are pleased to confirm that the line has now reopened at Kirkstall following severe flooding. However, a full service isn’t expected until later this afternoon, so we encourage all passengers to check their journeys before travelling.
"We would like to thank passengers for their patience, as we work with train operators to get a full service running as soon as possible."
