Parish council: The July meeting was held at Helwith Bridge and councillors looked at the scoping report on the proposed railhead at Arcow quarry. Councillors have informed the minerals officer that they wish to see included in the study the impact of the proposed development on residents at Helwith Bridge and Foredale, proposals for the future upkeep of all publicly accessible roads affected, plans to mitigate impacts arising from trans-shipment of all materials not just dust, impacts on the Swarth Moor Site of Special Scientific Interest and the effects on future road transport.

A number of planning issues elsewhere in the parish were also considered. A site visit will be held to enable councillors to give proper consideration to an application for a bunkhouse at the Golden Lion, and support was given to an application for a portal frame agricultural building at Rowe End Farm.

A report was received on a meeting between councillors and Network Rail about the maintenance unit development at Horton Station. This had been a useful meeting where a number of actions had been agreed to try to minimise the impact of the development on residents. A formal response from Network Rail was awaited and this would be copied to all those affected once received. The council was informed by Yorkshire Dales National Park Authority planning officers that Network Rail intended to install a storage unit adjacent to the development. Further details were being sought. Arrangements for the implementation of the Visitor and Traffic Management Plan, including terms of reference for a steering group, were discussed. It was concluded that the draft terms of reference should be sent to statutory partners before proceeding further.

A notice inviting interest from local residents to serve on the steering group would be placed on noticeboards and the website. It was agreed that pruning of the council-owned trees between Studfold and Horton village be carried out once all necessary health and safety measures had been agreed with North Yorkshire County Council Highways. Horton Landscaping is to be instructed to do a monthly cut of the grass verge in Cragghill road and the splay junctions at Dubcote Lane. Further attempts will be made to get Highways to clear the blocked gulley at Fourways. The next meeting will be on Monday, September 9, at 7.30pm in the village hall.

Whist drive: The monthly whist drive was held in the Golden Lion. Winners were: ladies – M Robinson, M Wellock, A Humphrey and E Jackson; gents – M Davis, B Garnett (sub), M Wright (sub) and H Jackson. The next whist drive will be held on Tuesday, August 13, at 7.30pm. All players welcome.
